Larry E. Milliger, PhD, CHMM, REM, REPA

Dr. Milliger is recognized as one of the primary environmental trainers and consultants in the state of Oklahoma, through the auspices of Oklahoma State University (Engineering Extension Services). With over 38 years of experience in environmental services, Dr. Milliger has successfully mastered project management, permitting, site closure/remediation programs, environmental impact surveys, waste management/treatment/disposal, pollution abatement programs, industry/agency relations, environmental property assessments, environmental audits, regulatory compliance audits, expert witness services and training seminars. Dr. Milliger is an adjunct professor at Oklahoma State University’s Engineering Extension Department, and has provided training courses in Environmental Auditing, Real Estate Property Assessments, Emergency Response, Resource Conservation and Recovery Act (RCRA) Operations Training, Waste Minimization, and Waste and Tank Management over the last 10 years, as well as preparation courses for the CHMM, REM, CEA, and REPA examinations. Dr. Milliger has directed design/permitting activities for landfills, land farms, injection wells, pipelines, industrial waste treatment facilities, waste site closures, site remediation, Superfund site remedial actions, and pipeline spill cleanup operations, served as a technical consultant to several major international companies on matters concerning regulatory compliance, waste treatment, waste disposal, site closure/remediation, Superfund liability hearings, and permits with state and federal regulatory agencies. He has served as both Project Manager and Lead Investigator for site characterization efforts at numerous contaminated industrial sites throughout the United States, to include small refineries, smelters, processing facilities, machining and metal fabrication facilities, electroplating facilities, and general manufacturing facilities.
